Call for Papers: The EU’s Digital Policy and Global Challenges
The bi-annual scientific journal L’Europe en formation invites would-be contributors to submit proposals for a forthcoming thematic issue on the digital policy of the European Union, to be published in July 2023. The issue aims to analyse how Europe plans to become technologically independent.
Ursula von der Leyen, President of the European Commission, has identified digital policy as one of her key political priorities for her 2019-2024 term in office. She has thus pledged that Europe must achieve “technological sovereignty” in critical areas. Technological sovereignty refers to the EU’s ability to act independently in the digital world and can be understood in terms of both protective mechanisms and offensive tools to foster digital innovation. The COVID-19 pandemic has accelerated this desired transformation, while the debate is well placed in the context of the “strategic autonomy” of the EU.
Themes of interest, can be approached from an interdisciplinary perspective, and include but are not limited to:
– The EU’s (big) data economy and innovation
– Privacy and data protection (The General Data Protection Regulation – GDPR – and beyond)
– The Digital Markets Act and the Digital Services Act: The EU and Big-Tech Colossi
– The Trade and Technology Council
– The future of transatlantic relations in the technological sphere
– The EU approach to Artificial Intelligence
– Europe’s technological autonomy, the international environment and the UN SDG
– The Recovery Fund for Europe and Digital Transition
– The EU and the “splinternet” challenge
Contributions are accepted from researchers and practitioners from all fields of social sciences, and can be written in English or French. Interdisciplinary contributions are encouraged, as well as theoretical, conceptual and methodological approaches.
Proposals (in English or French) should be submitted by 15 February 2023, to the chief editor and the co-ordinator of the thematic issue, at the following address: frederic.lepine@cife.eu
Proposals should include the title of the proposed article, a brief presentation (500 words), and the CV of the author separately.
Proposals will be submitted to the editors of the thematic issue. Once the proposal is accepted, the article should be submitted before 15 May 2023. Once received, each article will be submitted to a blind peer-review procedure. It will be published in the Summer 2023 issue (expected month of publication: July) on the scholarly journal website cairn.info.
The papers, of 5,000 to 10,000 words in length (including footnotes and excluding bibliography), may be written in English or French. An abstract of 150 words should be added to the article (with a translation in the other language if possible), as well as a brief presentation of the author (100 words).
