A EUROPEAN DEFENSE POLICY

En préparation, un numéro spécial consacré à l'examen des objectifs et instruments des projets de politique européenne de défense.
Les articles peuvent être rédigés en français ou en anglais, jusqu'au 30 juillet.

Once conceived as a project to consolidate reconciliation between countries in a war prone continent, the idea of a common European defence policy is now mainly considered as a necessity to help the EU become a fully-fledge actor on the world stage. Recent attempts to foster such a project include PESCO and the European Intervention Initiative. In a special issue dedicated to investigating the objectives and instruments of such European defence policy projects, L’Europe en formation will propose an analytic perspective on the following issues:

Challenges and responses
1) Challenges Europe is facing (Russia, Ukraine, Syria, Libya and else)
2) Permanent structured Cooperation (PESCO) for the future of CSDP
3) Crisis management operations of CSDP – success, shortcomings, lessons (selected cases including the role of the new OHQ of the EU)
4) EU defence and democratic legitimacy - the European and national Parliaments
5) The French European defence initiative and implications for EU defence
6) Bi- and multilateral armaments cooperation in the EU (including EDF and OCCAR)

Driving an hampering forces
7) Different strategic cultures of the member states as obstacles of a common defence policy
8) Implications of Brexit for EU defence
9) The role of Turkey in EU defence
10) The EU and NATO – coming together or drifting apart?
11) The impact of Trump on EU-defence Policy
12) Neutrality and Non-alignment in the EU

Explaining and reforming the CSDP
13) New Intergovernmentalism in CSDP 
14) Flexibility and differentiated integration in EU defence policy
15) Proposals and potentials for reforming the CSDP

Requirements: Articles should be around 6000 words long. They can be written in French or English. The deadline for submission is July 30 (publication due in October 2019).
